      <image:title>Experience - Alexandria Sheriff’s Office &amp; Police Department</image:title>
      <image:caption>Sean has over twenty years of combined Alexandria public safety experience with the Alexandria Police Department and Alexandria Sheriff’s Office. He began his first term as Sheriff on January 1, 2022, following his election to the office in November 2021. Sean joined the police department in 2004 as a midnight patrol officer. In 2007, Sean became a detective and served in that role for over nine years where he excelled as an investigator.  As a homicide detective, Sean was one of the lead detectives that arrested and helped convict Alexandria serial killer Charles Severance.  He also served on the Crisis Negotiations Team.  In 2015, Sean was promoted to the rank of Sergeant at the Alexandria Police Department where he continued to develop his management and leadership skills.   In his first four years with the Sheriff’s Office, he earned promotions to lieutenant and then captain and served as the Assistant Commander of Administrative Services for the Sheriff’s Office. In this position, he managed Human Resources and Training, Fiscal Management, Investigations and Policy, Information Technology, Public Information, and Community Relations. He also organized implicit bias training for all employees, developed and launched the Sheriff’s Office Community Academy, implemented Active Bystandership for Law Enforcement training and policies, and expanded public safety and crime prevention services. Beginning in spring 2020, then-Captain Casey oversaw the Sheriff’s Office’s planning and response to the COVID-19 pandemic. In this capacity, he worked with the Detention Center staff and medical personnel, the health department, and fellow commanders to identify issues; develop, implement and, when necessary, modify protocols; find safe and secure options for attorney-client visits and social visitation; and manage personnel and other resources to ensure adequate staffing while prioritizing their health and safety. As Sheriff, he has strengthened his excellent relationships with community members and his commitment to those he serves with as well as to those in custody. In his first year, Sheriff Casey expanded recruiting efforts and established a partnership with the U.S. Army to facilitate employment for former servicemembers; ensured that the Office was reaccredited with distinction by the Commission on Accreditation for Law Enforcement Agencies; relaunched the Sheriff’s Community Academy; established new employee wellness initiatives; and expanded programming and partnerships with faith-based and community organizations including Concerned Citizens Network of Alexandria. The following year, Sheriff Casey expanded employee wellness efforts with implementation of the ASOFit program; oversaw the Adult Detention Center's reaccreditation by American Correctional Association's Commission on Accreditation for Corrections (ACA) and the National Commission on Correctional Health Care (NCCHC), resulting in the Office receiving the Triple Crown Award from the National Sheriffs' Association; and expanded use of technology to improve the safety of inmates and staff. Sheriff Casey has partnered with the Commonwealth’s Attorney and Clerk of the Circuit Court to make the expungement process more accessible and affordable, and under Sheriff Casey's leadership, in 2024 the Adult Detention Center attained certification for compliance with the federal Prison Rape Elimination Act (PREA). Since becoming Sheriff, Sheriff Casey has been honored by community and public safety partners alike, most recently receiving recognition from Shiloh Baptist Church, Alexandria Redevelopment and Housing Authority, Del Ray Business Association, Alexandria-Washington Lodge No. 22 and the U.S. Marshals Service, and being named one of the "Most Interesting Men of 2023" by VIP Alexandria magazine. A graduate of Virginia Tech, Sheriff Casey continues his professional and leadership development, successfully completing the Leadership in Police Organizations program with the International Association of Chiefs of Police in 2019, earning his Certified Public Management® designation from the George Washington University in 2020, completing the Racial Equity Action Leadership Certificate program from Leadership Montgomery, graduating from the Police Executive Research Forum's Senior Management Institute for Police in 2023, and graduating from the National Sheriffs’ Institute’s Leadership Development program in 2024. Sheriff Casey is a lifelong Alexandrian and a graduate of T.C. Williams High School, now Alexandria City High. He lives in the West End with his wife and their young children.</image:caption>

      <image:title>Meet Sean - Meet Sean</image:title>
      <image:caption>Sean was born and raised in Alexandria. He graduated from T.C. Williams High School in 2000, and attended Virginia Tech where he earned a degree in psychology. After college, Sean fulfilled his lifelong dream to be an Alexandria Police Officer. In 2005, Sean and two other officers were stabbed multiple times while apprehending a burglary suspect in Old Town Alexandria. Sean received the Medal of Valor for his bravery and sacrifice. Sean continued his career at the police department for another 13 years, where he distinguished himself as an excellent detective and was promoted to the rank of Sergeant. In 2017, Sean joined the Alexandria Sheriff’s Office, when he was appointed by Sheriff Dana Lawhorne to direct the Investigations, Policy, and Oversight Section. Sean excelled in this position and the Sheriff promoted him to Lieutenant to help command the Administrative Services Division. In this role,  Sean developed various community, public safety, and new technology initiatives for the Office.  In 2020, the Sheriff appointed Sean to the rank of Captain, where he led the Office’s response to the COVID-19 pandemic. Following Sheriff Lawhorne's retirement in 2021, Sean ran to succeed him and was elected Sheriff of Alexandria in November 2021, officially beginning his first term on January 1, 2022. As Sheriff, Sean has delivered results that enhanced public safety, strengthened community trust, and fostered a professional, inclusive, and innovative organization. He has also achieved significant milestones across a wide range of focus areas, from safety and security to community engagement and employee wellness.    Sean is also an active member of the Alexandria community. In 2019, Sean received the Alexandria Chamber of Commerce 40 under 40 Award and in 2020, he served as president of the Brookville-Seminary Valley Civic Association and now holds the membership secretary role on the board. Sean is a member of the Alexandria Democratic Committee, former co-chair of the Alexandria Democratic Committee Labor Caucus, and a member of the Alexandria Lions Club,. He also serves as a tutor for the “Youngins in Progress” program at Alexandria City High School, and as a coach for youth sports in Alexandria. Sean currently resides in the Brookville-Seminary Valley neighborhood with his wife Amanda, who is also a lifelong Alexandrian, and their two daughters.</image:caption>

Increased peer intervention and harm reduction throughout the Office by continuing Georgetown University’s ABLE Project training for all deputy sheriffs. Launched the Cordico wellness app, a first in Virginia law enforcement, to provide mental and physical health resources for employees and their families, and established ASOFit, an incentive-based program promoting physical fitness among staff. Partnered with CCNA and Howard University to enhance trauma-informed professional development and behavioral health services for employees. Enhanced employee recognition by reinstating the annual awards ceremony, post pandemic, and introducing a new yearly promotional ceremony. Looking Ahead: Provided Crisis Intervention Training (CIT) for all deputy sheriffs by 2028. Expand cultural diversity, disability awareness, and inclusion training. Achieve state accreditation for the Critical Incident Stress Management (CISM) team. Strengthened our connection with Alexandria youth by relaunching the Elementary School Liaison Program and collaborating with the Concerned Citizens Network of Alexandria (CCNA) and ACPS, resulting in over 270 school visits by deputies since 2023. Joined the board of the Alexandria Community Safety Forum, a police reform initiative led by the Institute for American Police Reform, to strengthen relationships between law enforcement and the community. Looking Ahead: Pilot a body-worn camera program to increase accountability and transparency. Expand community engagement efforts, including deeper partnerships with organizations such as CCNA and Cornerstone Craftsman along with broader participation in policing reform initiatives.</image:caption>

Increased inmate communication by over 200% through a tablet-based system that also provides on-demand educational and religious rehabilitation programs for all inmates. Partnered with Commonwealth’s Attorney Bryan Porter and Circuit Court Clerk Greg Parks in 2023 to improve accessibility to the expungement process, by providing free fingerprinting services to over 100 participants since its inception. Proudly continued participation in the Alexandria Recovery Court, a program that diverts individuals committed to substance abuse treatment from incarceration and conviction. Looking Ahead: Expand workforce and educational training programs to equip inmates with skills for reintegration. Continue enhancing rehabilitation programming and reducing inmate fees in collaboration with the ASO Community Advisory Board.</image:caption>

Recruited a majority-minority workforce that reflects Alexandria’s diversity, with 30% of deputies being female. Looking Ahead: Launch a Public Safety Cadet Program to inspire Alexandria’s youth to pursue careers in law enforcement. Advocate for legislative changes allowing permanent residents to serve as law enforcement officers in Virginia, broadening opportunities for diverse candidates.</image:caption>

Improved the safety of vulnerable individuals with cognitive disorders through Project Lifesaver. Since 2022, multiple participants have been successfully located, providing critical support to families and caretakers. Partnered with Moms Demand Action and participated in the Be SMART campaign for safe gun storage practices and distributed over 500 gun locks to help reduce gun violence. Looking Ahead: Focus on strengthening public safety partnerships by enhancing collaboration with police and fire departments to keep all Alexandrian’s safe. Build on the success of Project Lifesaver by exploring advanced tracking technologies and increasing enrollment to better serve families in need.
